Introduction

PM CARES stands for Prime Minister’s Citizens Assistance and Relief in Emergency Situations Fund. It is the Public Charitable Trust that was set up in the wake of the COVID-19 pandemic to provide assistance to those affected by it and other emergencies or any other situations that may arise in future.

The fund was set up with the registration of the trust deed on 27th of March 2020. This fund is not the same as the Prime Minister’s National Relief fund. Also, it is not a public authority and, hence, does not fall in the purview of the Right to information Act, 2005.

The fund also accepts donations from foreign donors. The donors to the PM CARES Fund can also avail 100% tax exemption on the funds donated.

Purpose of the PM CARES Fund

The PM CARES Fund was set up with the view to provide assistance and relief to all the affected persons in the event of any calamity, disaster, public health emergency or any other emergency of any kind that may be either natural or man-made.

The purpose of the fund will also include creation as well as upgradation of any pharmaceutical facilities, funding a research, creation or upgradation of any necessary infrastructure, healthcare support or any other kind of support.

The other purposes of the Fund as stated in the trust deed also include the following,

  • To provide financial support, or grants for money payment or also take any other steps that may be considered necessary or crucial by the Board of Trustees with regards to the affected population
  • The objectives or the purpose of the fund also includes undertaking any other task or activity that is not inconsistent with any of its other purposes stated in the Trust Deed.

Composition of PM CARES Fund

The composition of the PM CARES Fund is stated below

  • The Prime Minister of India is the ex-officio chairman of the Fund.
  • The Defence Minister, The Finance Minister and the Minister of Home Affairs are the other Ex-officio Trustees of the Fund.
  • The Trust Deed of the Fund gives the Chairman of the Board of Trustees, i.e. the Prime Minister, the power to nominate three Trustees to the Board of Trustees. These nominees are required to be persons of eminent status in the fields of research, science, social work, philanthropy and administration.
  • The person appointed as  a trustee of the Board will be acting in a Pro-Bono Capacity.

Contributions to the Fund and Other Details

The details pertaining to the contributions to the funds and other details pertaining to the PM CARES Fund is mentioned below.

  • The donations to the PM CARES Funds can be domestic contributions as well as contributions from foreign donors
  • The contributions to the Fund will be voluntary contributions and the Fund will not get any budgetary support
  • The contributions to the Fund can be from any individuals or any organizations including companies, other charitable institutions, associations, etc.
  • The contributions to the Fund have to be utilized or allocated in satisfying the objectives of the Fund as stated above
  • The donations that are made to the PM CARES Fund are qualifying funds or eligible funds for the exemptions under section 80G of the Income tax Act, 1961.
  • The exemption available for donation to PM Cares fund is 100% of the contribution and is available to all the donors.
  • Furthermore, the trust deed of the Fund also states that the contributions made to the PM CARES Fund can also be treated as Corporate Social Responsibility expense which is made mandatory to all the companies registered under the Companies Act, 2013.
  • The Fund also has set up a separate account to receive funds from foreign donors whether individual donors or donations from any organizations that are based in any foreign country.
  • PM Cares Fund also has an exemption under the FCRA
  • The above exemption and qualification to receive donations from foreign donors is similar to the PMNRF (Prime Minister’s National Relief Fund) as PMNRF was also eligible to accept donations from foreign donors from the year 2011.

Modes of Donation to the PM CARES Fund

The donations to the fund can be made via online donations by visiting the website for pmcares.giov.in and select the Donate tab from the Home Page or by visiting the website pmindia.gov.in and clicking on the link to make a donation to the Fund.

The other modes of donation to the fund are via 

UPI transfer

The available UPI ids that can be used to donate to the Fund are BHIM, Amazon Pay, PhonePe, Google Pay, Paytm, Mobikwik. The UPI id for the Fund is pmcares@sbi.

  • Donations via State Bank of India Internet banking transaction
  • Donations made via NEFT/ RTGS/ IMPS/ DD/ Cheque or Cash transaction
  • Donations made via PM CARES Website

  • Click on the link given below to donate online
  • This will take the donor to the pmcares.gov.in website wherein the donor can select the between domestic donation and foreign donation.
  • Foreign donations can be done either through the credit card or debit card or by way of a wire transfer, the links for each are available on this page.
  • In case of domestic transfer, the donor can select that link and he/she will be taken to another page where they will be required to fill in basic details like name, address, state, phone number, and the amount to be donated.
  • The donor will have to agree to the terms and conditions mentioned below by checking the tab given there.
  • Next step is to click on ‘Review and Generate OTP after which an OTP will be sent to the mobile number mentioned above and after submitting the same, the4 donation will be accepted to the PM CARES Fund.
  • Donors can also download and print the receipt of the donation made
