Introduction

Hindustan Petroleum Corporation Limited is one of the biggest LPG suppliers in India under the brand name HP Gas. HP Gas is a state-owned enterprise and handles the distribution of LPG for domestic as well as industrial purposes. It has a huge network of dealers across the country. HPCL also has one of the largest LPG storage facilities in the asian continent in Visakhapatnam, India and numerous LPG bottling plants across the country.

HP Gas has over 85 million customers who are catered through a huge network of more than 6000 LPG distributors to ensure smooth supply of LPG cylinders not only to households but also to various industries and plants.

Consumers can get an HP gas connection or request for a refill by either contacting their local HP Gas distributor or by applying for a connection through any of the online channels. There are many ways to apply for an online connection like,

  • Online application via HP gas website
  • Booking through SMS
  • Booking through IVRS
  • Booking through Mobile Application ‘HP Gas’

The payment for the same can also be made through any of the online modes available to the consumer like,

Consumers can also make the payment directly to their local distributor instead of making an online payment for the new connection or for the refill. Consumers can locate their nearest local distributor of HP gas by searching online on the official website of HP Gas (myhpgas[dot]in).

The search can be made by simply choosing the parameter for the search i.e., a location wise search or a name wise search for the nearest distributor. For the location wise search, the customer will have to enter the details like name of the state, name of the district and name of the distributor.

In the recent past, the Government has updated the guidelines for LPG Distributorships. The details for the same are provided below.

Eligibility for HP Gas Distributorship

According to the revised guidelines of the government issued in the year 2016, a person desiring to have or hold a distributorship for HP gas has to abide or fulfill the following parameters.

  • The applicant has to be a resident of India
  • The educational qualification required for distributorship is
    • Passing minimum 10th Standard/Grade or any other equivalent of the same from a recognized Board
    • If the applicant is from the Freedom Fighter Category, such qualification will not be applicable for him/her
  • The age requirement for the applicant is 
    • Minimum 21 years of age
    • Maximum 60 years of age as on the date on which the advertisement was published for the distributorship in the area
    • Further condition in this regard is that if the location is that reserved under the Freedom Fighter (FF) category, such qualification will not be applicable
  • The guidelines also specifically state the applicant has to be of sound mind and should be capable of running the distributorship. In other words, the applicant cannot be a totally paralyzed person or a person of unsound mind suffering from any form of insanity or any cognitive difficulties like blindness.
  • The applicant also should not have been convicted of any offence by any court of law with regards to any criminal offence that would involve moral turpitude any economic offences.
  • The applicant also cannot be a family member of any of the OMC employees as on the date of the application
  • The applicant has to satisfy all the Multiple Dealership/Distributorship norms.
  • The applicant also cannot be a signatory or a signing authority to any of the distributorships or dealership agreements that have been terminated on the basis of a proven cases of malpractices or adulteration
  • The following guidelines for eligibility are also present with respect to the LPG storage facility
    • The applicant is required to own a plot of land that is equivalent to at least the minimum dimensions that are specified for the construction of the LPG godown.
    • These dimensions have to be in line with the latest guidelines as on the last date of submission of the application for distributorship.
    • The applicant can also be the owner of a ready storage space for LPG cylinders as per the latest guidelines that are in effect as on the last date of submission of the application for distributorship.

Application and Selection Process for HP Gas Distributors

The application process can start after an advertisement is published in the newspapers as per the guidelines set by the Government. The advertisement has to be published in three newspapers of the state in which the location for the distributorship is to be set. The advertisement will provide the details of the location where HPCL proposes to set up new HP gas agencies and the eligible persons can then apply for the said agencies.

The distributorships can be classified into the following four categories based on the location of the agency to be set up.

  • Shehri Vitrak
  • Rurban Vitrak
  • Gramin Vitrak
  • Durgam Kshetriya Vitrak

The process of application for the agencies can be as follows. 

  • Online applications are allowed for applicants of the Shehri Vitrak category
  • The applicants for other categories can download the application form from the website of HP Gas.
  • A single applicant is allowed to apply distributorship for multiple locations
  • Such multiple applications for each location have to be submitted separately and cannot be clubbed under a single application. The fees for each such application are to be paid along with the application.
  • The guidelines also require a single application to be filed for each location and the multiple applications for each location have to be treated as one. The fees for the other applications will stand to be forfeited.
  • The applications will then be thoroughly verified against the documents submitted by the applicant in line with the verification process set by the Government
  • The distributorship for each location will be allotted for an initial period of 10 years.
  • This tenure can be further extended for blocks of 5 years.
  • Such extension will be based on an evaluation of the agency based on the parameters set by the HP Gas.

No. The revised guidelines specifically prohibit persons of unsound mind or having cognitive difficulties or convicted persons of criminal offences or economic offences from being eligible to apply for the distributorship of HP Gas.

5. Can Non-Residents apply for dealership of HP Gas?

No. Only Residents can apply for dealership of HP Gas.
